AGREEMENT
REF: STATE 75206
1. On June 8, 2007, we delivered reftel talking points and the
revised draft U.S.-Armenian security agreement to the Director
General of Civil Aviation, Artyom Movsesyan, and the Deputy Director
General of Civil Aviation for Security, Arsen Poghosyan.
2. Movsesyan indicated that all the proposed changes looked
acceptable to him, however he would need to review the proposed
draft with other ministries before replying. He expressed
disappointment with the final provision establishing the English
version alone as the official text, instead of the GOAM preference
to make the Armenian and English versions of the agreement equally
binding. He also confirmed that while he had the authority to
negotiate, he needed permission to sign it. He further requested
that we forward a diplomatic note with the draft agreement to the
MFA.
3. Post forwarded the diplomatic note and draft agreement to the MFA
on June 12, 2007, with a further request to meet and discuss this
agreement at their earliest convenience.
