(C) We delivered reftel message to Dziunik Aghadjanian, head
of the MFA's International Organizations Department.
Aghadjanian was interested in the "if pressed" points (reftel
para 12) about what we find objectionable in the Russian
draft. She took very detailed notes, saying that while
Armenia would not oppose the draft, nor negotiations on its
content, it would suggest changes to the draft. (COMMENT:
Such an attempt at appeasing both the U.S. and Russia in
international stand-offs is standard procedure for Armenia,
whose foreign policy of "complementarity" dictates that it
maintain constructive relations with both Russia and the
West. In this case, however, it appears that Armenia has
already decided to support Russia. END COMMENT.)
