(C) Post delivered reftel message to Arshak Manukyan, head of
the MFA's Division of Non-Conventional Arms and Global
Security, on May 15. Manukyan noted that he and his staff
were eager to comply with their responsibilities, but were
unaware of the declaration requirement. We provided the
division with the "nil form" on May 16, and were told the
form would be submitted in advance of the May 31 HCOC meeting.
