1. (C) Based on conversations with foreign ministry officials
and Armenia's previous voting record on Belarus, we expect
that Armenia will support Belarus' candidacy even once Bosnia
enters the race. Dzunik Aghadjanian, head of the MFA's
International Organizations Department, told us May 10: "It
would be very difficult for us not to support Belarus.
Extremely difficult." When we demarched Aghadjanian's
predecessor, Valery Mkrtumyan, in October and November of
2006 to support the U.S.-sponsored UNGA resolution on human
rights violations in Belarus, Mkrtumyan told us unequivocally
that Armenia would vote against the resolution. Armenia is
very reluctant to antagonize Belarus.
