(C) CDA contacted the Ministry of Foreign Affairs this
morning, reaching out to DFM Kirakossian and the FM's
executive assistant Salpi Ghazarian, while pol/econ chief
contacted Americas director. Ghazarian told CDA that, in
response to our message, the MFA had called the Armenian
ambassador in Tehran, only to find the ambassador was already
on an Iranian MFA-chartered bus, on the road to participate
in the ceremony. CDA pointedly observed that Armenia should
not have required our intervention to realize that attendance
was a poor choice. Ghazarian relayed the Tehran ambassador's
observation that "all of the Embassies from the region were
represented on the bus," not just Armenia. CDA commented
that not all of the countries in the region had just hosted
Ahmadinejad, and that this would not help perceptions in
Washington.
