(C) In response to reftel demarche by poloff, MFAQsk
officer for Lebanon and Syria, Boguslaw Ochotek, and MFA's
ESDP expert, Joanna Janiszewska, both indicated that Poland
was not, at this moment, ready to support Spain's call for an
ESDP mission straddling the Lebanon-Syria border. Poland
prefers to observe Syrian behavior during the upcoming
Lebanese presidential elections before committing to a course
of action. So, Poland does not disagree with the Moratinos
proposal on principle, but thinks it is simply "too early."
Ochotek stressed that securing the border, which is critical,
will ultimately require some form of cooperation with Syria.
He added that Poland is still seeking the right formula for
such cooperation.
