1. (C) On the margins of September 6-7 U.S.-Polish Missile
Defense negotiations, Pol External Chief shared reftel points
on the NAC visit to Georgia (including points intended for
"cool" and cold" posts) with MFA Security Policy Director
Robert Kupiecki, who fully agreed with the U.S. position that
the visit should go forward in October. Kupiecki also
indicated that the GOP would be doing its own lobbying for
the trip to go forward. Talking points were also conveyed to
the Americas division.
2. (C) COMMENT. Although reftel did not describe the Polish
position in the NATO debate in Brussels, we judge the Polish
government to be a strong advocate in this case. The GOP has
been an active partner for Georgia regionally and
internationally, both in advocating Georgia's integration
into the Euro-Atlantic security architecture and in
supporting the GOG in the face of pressure and/or
intimidation from Russia. Polish President Kaczynski talks
often with Georgian President Saakashvili, who has visited
Poland three times in the past two years, and GOP officials
from cabinet level down to action officers in MOD and MFA
have regular contact with their Georgian counterpart.
