(S) In the course of August 24 discussions on Missile Defense
issues, Polish MOD U/S Boguslaw Winid told Charge that Poland
completed last week the delivery of GROM missiles (MANPADS)
to Georgia. He stressed that this information was
confidential, and added that the Georgians claimed to have

squared this with the U.S. Charge pointed out that the
Embassy has on several occasions conveyed the USG,s position
counseling against the sale of MANPADS because of the
proliferation threat.
