1. (S) Poloff delivered reftel demarche to Krzysztof Ciebien,
Minister-Counselor in the MFA Asia Pacific Department.
Ciebien carefully reviewed the U.S. position and promised to
consult with colleagues in the Security Policy Department and
the Eastern Policy Department (which handles Central Asia).
He noted that the SCO was still an evolving organization, and
Poland at times had difficulty determining how best to deal
with its members as a group. He acknowledged, however, that
Poland was well aware of both Russian and Chinese efforts to
expand their influence in Central and South Asia - which was
often accompanied by attempts to lessen U.S. and other
Western "interference" in what they perceived as their
traditional spheres of influence. Ciebien also agreed that -
in addition to certain troubling tendencies inspired by the
Chinese and Russians - there were also constructive aspects
to the SCO that could and should be encouraged.
2. (S) While he could not promise that the GOP would seek out
SCO member states explicitly to echo the U.S. demarche, he
did undertake to try to add instructions on the SCO demarche
to meetings with SCO member governments on other matters.
