¶1. We delivered reftel points to Sigrida Muleviciene, Head of
the MFA's International Economic Organizations Department, on
December 12. Muleviciene said this issue is being handled at
the European Commission level. She admitted that the USG's
offer should be considered seriously, but was clear that the
GOL will not engage the EC on this.
