(U) Charge and A/DCM met with Mr. Saleumxay Kommasith,
Acting Director General, Department of International
Organizations, Ministry of Foreign Affairs (MFA),to deliver
referenced demarche on July 25. Saleumxay said the
Government of Laos (GOL) will carefully consider Mr. Carr's
qualifications. He noted that the Lao delegation to Geneva
should be in place by the time of the ICRC's November vote.
MFA Permanent Secretary Mr. Somphet Khousakoun has been
chosen to be the GOL's Ambassador in Geneva, covering both
international organizations as well as accredited as
Ambassador to Switzerland. The GOL has had a three-person
advance team in Geneva since June looking for an office
location as well as residences. Mr. Saleumxay, who had just
returned from Geneva this past weekend, said he expected the
"semi-permanent" location for the office would be finalized
in early August.
