1. (C) Charge delivered refs (a) and (b) points on March 28
to Johannes Kyrle, Secretary General in the Austrian Foreign
Ministry. Charge stressed that governments -- like Austria's
-- that have been urging the U.S. to close guantanamo could
help us do just that by accepting a small number of prisoners.
2. (C) Kyrle responded that this was "one of the most
sensitive political issues." Only the highest political
level in Austria could make a determination in this matter,
he stated. Kyrle undertook to consult with FM Plassnik on
the issue. Charge left Kyrle with ref (b),para 7, points
a-i as a non-paper.
