1. A/DCM delivered reftel demarche and non-paper on December
27 to Carolina Gudenus, acting head of the Austrian MFA's
Middle East and Africa division. A/DCM followed up on
January 3 with Ralph Scheide, the MFA's assistant
secretary-level Middle East and Africa director.

2. Scheide expressed appreciation for our clarification of
the key elements of UNSCR 1737. Regarding Aerospace
Industries Organization (AIO),Scheide said a decision to
list would have to come at the EU level, not at the member
state level. However, he acknowledged the need for vigilence
concerning dealings with AIO.
