1. (C) On February 26, DCM outlined USG views, per reftel,
on Iran's non-compliance with UNSCR 1737 to Johannes Kyrle,
the MFA's Secretary General and to Ralph Scheide, the MFA's
Middle East and Africa Director. Scheide stressed that
Austria continues to fully support the EU-3. As for Austrian
implementation of UNSCR 1737, Scheide noted that Austria had
informed the Security Council on February 20 that it would
implement the resolution through the February 12 EU Common
Position and corresponding Council Regulation. Scheide
stressed that Austria does not want Iran to be able to
portray this as an "East-West" issue. Therefore, it would be
crucial for the Security Council to remain fully united.
2. (C) DCM agreed that a united front in the UNSC is
imperative. DCM said that, although internal Iranian dissent
seems to be on the rise, the Tehran regime remains flagrantly
unwilling to abide by its IAEA or UNSCR obligations. It was
therefore necessary for the international community to
maintain and indeed increase pressure on Tehran.
