1. (U) PolUnit Chief delivered reftel points on July 19 to
Christine Moser, the MFA's Deputy European Correspondent, who
offered the following observations:
2. (C) Kosovo: Kosovo will top the agenda. Member states
should emphasize that the EU is united in its support for the
Ahtisaari plan. A UNSCR will be required as the basis for
any EU mission in Kosovo.
3. (C) Iran: Solana will debrief member states on his talks
with Larijani. Moser does not expect a debate on the issue.
4. (C) Middle East: There is a consensus on a Council
conclusions draft. GAERC participants will need to finalize
the conclusions July 23 by adding language on the results of
the July 19 Quartet meeting. Moser said the GoA would
support "anything asking for concrete improvements that would
make Abbas' life easier."
