1. (C) On June 1, EconUnit Chief met with Margit Waestfelt,
Austria's Head of the Permanent Mission to the OSCE, to
present USG points in reftel regarding the Russian proposal
for an OSCE "charter." Waestfelt said Austria agreed with
the USG position that the experts group had a limited mandate
to develop a convention establishing legal personality, legal
capacity, and appropriate privileges and immunities for the
OSCE. Waestfelt added that work on the convention was
nearing completion and that injecting the Russian proposal
into the process would be counterproductive.
