SUBJECT: RUSSIA COMPLAINS ABOUT ISAF RENEWAL

1. (C) Russian DPR Dolgov, emphasizing that he was acting
on instructions, informed Amb Wolff November 8 that Moscow
remained troubled by the negotiating process for UNSCR 1776,
the Security Council resolution adopted in September that
extended ISAF's authorization for another year. Russia
believes it was forced to abstain on the resolution because
the U.S. sought to accommodate Japanese interest in including
language on the maritime interdiction operation (MIO) and
German interest in scheduling the vote one month prior to the
mandate's expiration in order to facilitate the Bundestag's
review of German participation in ISAF. The result was that
Russia's interagency process was "not respected" because of
insufficient time to consider the new elements of the
resolution text. In the future, conveyed Dolgov, Russia
would not permit "subjective" factors to interfere with its
"technical" review of resolutions.
2. (C) Amb Wolff advised Dolgov that this position was
unrealistic, verging on the absurd. The U.S. would continue
to accommodate the legitimate political interests of
coalition partners contributing to the effort to build peace
and security in Afghanistan. In this instance, both
governments had been responding to serious concerns raised by
their legislatures. U.S. respect for these legitimate
concerns in no way implied disrespect for the Russian
interagency process. Amb Wolff added that it was lamentable
that Russia did not vote in support of ISAF and said the U.S.
hoped to see consensus restored in the next extension
resolution.
3. (C) Dolgov also said that Russia remained interested in
better understanding the MIO. Russia seeks more information
on the MIO component, either through military or diplomatic
channels in New York.
