1. (U) Summary: Fifth Committee elections were held on
Friday, November 2, 2007. As reported in ref B, the WEOG
positions on the Advisory Committee on Administrative and
Budgetary Questions (ACABQ) and the Independent Audit
Advisory Committee (IAAC) were the only contested elections.
All other vacancies on the ACABQ, Committee on Contributions
(CoC),Board of Auditors (BoA),United Nations Administrative
Tribunal (UNAT),IAAC, and Investment Committee were all
elected by acclamation. David Walker (United States) was
elected to a four-year term on the IAAC. Peter Maddens
(Belgium) and Jerry Kramer (Canada) were both elected to a
three-year term on the ACABQ. Detailed results of each
election are listed below. End Summary.
2. (U) ACABQ: USUN followed the Department's voting
instructions (ref B). The following were elected to the
ACABQ for a term of three years beginning January 1, 2008:
- Asian States: Ms. Misako Kaji (Japan),Mr. Nagesh Singh
(India),and Mr. Imtiaz Hussain (Pakistan) were elected by
acclamation.
- Latin American and Caribbean States (GRULAC): Mr. Jorge
Flores Callejas (Honduras) was elected by acclamation
- WEOG: Mr. Jerry Kramer (Canada) and Mr. Peter Maddens
(Belgium) won the contested election. Mr. Wasim Mir (United
Kingdom of Great Britain and Northern Ireland) lost. The
results of the voting were as follows: 191 votes cast, 191
valid votes, 3 abstentions, 188 voting, 95 required majority,
128 votes for Belgium, 127 votes for Canada, and 106 votes
for the United Kingdom.
- There were no vacancies from the African States or the
Eastern European States.
3. CoC. The following were elected to the CoC for a term of
three years beginning January 1, 2008:
- African States: Mr. Abdelmalek Bouheddou (Algeria) and
Mr. Joseph Acakpo-Satchivi (Benin) were elected by
acclamation.
- GRULAC: Mr. Luis Mariano Hermosillo Sosa (Mexico) and
Mr. Bernardo Greiver del Hoyo (Uruguay) were elected by
acclamation.
- WEOG: Mr. Gordon Eckersley (Australia) and Mr. Eduardo
Manuel da Fonseca Fernandes Ramos (Portugal) were elected by
acclamation.
- There were no vacancies from the Asian States or the
Eastern European States.
6. BoA. The Auditor General of the General Audit Office of
the People's Republic of China was elected by acclamation for
a period of six years beginning July 1, 2008.
7. UNAT. Mr. Agustin Gordillo (Argentina) and Mr. Dayendra
Sena Wijewardana (Sri Lanka) were elected by acclamation to
the UNAT for a term of four years beginning January 1, 2008:
8. IAAC. In accordance with General Assembly resolution
61/275, three of the five members elected to the IAAC will
serve for a period of three years, while two members elected
for a period of four years. The following were elected to the
IAAC for terms of office beginning January 1, 2008:
- African States: Mr. John Muwanga (Uganda) was elected
by acclamation for a period four years.
- Asian States: Mr. Vijayendra N. Kaul (India) was
elected by acclamation for a period of three years.
- Eastern European States: Mr. Vadim V. Dubinkin (Russian
Federation) was elected by acclamation for a period of three
years.
- GRULAC: Mr. Adrian Strachan (Jamaica) was elected by
acclamation for a period of three years.
- WEOG: Mr. David Walker (United States) won the
contested election. Mr. Rafael Munoz (Spain) and Mr. Moreno
Sella (Switzerland) lost. The results of the voting were as
follows: 191 votes cast, 4 invalid votes, 187 valid votes, 34
abstentions, 184 voting, 93 required majority, 99 votes for
the United States, 59 votes for Spain, and 26 votes for
Switzerland.
