GUIDANCE REQUEST

1. This is a guidance request. See para 3.


2. Summary: The Fifth Committee will hold elections on
Friday, November 2, 2007, for the following offices: Advisory
Committee on Administrative and Budgetary Questions (ACABQ),
Committee on Contributions (CoC),Board of Auditors (BoA),
United Nations Administrative Tribunal (UNAT),and
Independent Audit Advisory Committee (IAAC). There are no
retiring members this session on the International Civil
Service Commission or the United Nations Joint Staff Pension
Board. The Committee will also confirm the appointments by
the Secretary General to the Investments Committee. The
Western European and Other States (WEOG) position(s) for
election to the ACABQ and IAAC are the only contested races.

3. USUN requests guidance on which of the 3 candidates to
support in the contested election for the 2 ACABQ WEOG
vacancies. Unless told otherwise, USUN will join in
acclamation for all other uncontested elections. Please find
outline below of candidates for each body. CVs for all
nominees will be sent to Brian Hackett on the unclassified
system.


4. ACABQ. There are no retiring members from the African
States or the Eastern European States.
- Asian States: Ms. Misako Kaji (Japan) is running for
reelection. Mr. Rajat Saha (India) is retiring and Mr.
Nagesh Singh (India) is the candidate for his replacement.
Ms. Sun Minqin (China) is retiring. Mr. Imtiaz Hussain
(Pakistan) is running for election. Ms. Misako, Mr. Singh
and Mr. Hussain have been endorsed by the Asian States.

- Latin American and Caribbean States (GRULAC): Mr. Jorge
Flores Callejas (Honduras) is running for reelection and has
been endorsed by GRULAC. (Uncontested)
- WEOG: Mr. Ronald Elkhuizen (The Netherlands) is
retiring. Mr. Jerry Kramer (Canada) is running for
reelection. Mr. Peter Maddens (Belgium) and Mr. Wasim Mir
(United Kingdom of Great Britain and Northern Ireland) are
running for election. This is a contested election for 2
vacancies between Canada, Belgium and the UK. As such, none
of them have been endorsed by the WEOG and USUN requests
guidance on which 2 candidates to support. (Contested)


5. CoC. There are no retiring members from the Asian States
or the Eastern European States.
- African States: Mr. Paul Ekorong A Dong (Cameroon) and
Mr. Hassan Mohammed Hassan (Nigeria) are retiring. Mr.
Abdelmalek Bouheddou (Algeria) is running for election and
has been endorsed by the African States. The candidate for
the second vacancy has been not been nominated by the African
Group at this time. USUN will pass any additional
information received on this matter to the Department.

- GRULAC: Mr. Eduardo Iglesias (Argentina) is retiring
and Mr. Luis Mariano Hermosillo Sosa (Mexico) is the
candidate for his replacement. Mr. Bernardo Greiver del Hoyo
(Uruguay) is running for reelection. Mr. Greiver del Hoyo and
Mr. Sosa have been endorsed by GRULAC. (Uncontested)
- WEOG: Mr. Gordon Eckersley (Australia) and Mr. Eduardo
Manuel da Fonseca Fernandes Ramos (Portugal) are running for
reelection. Mr. Ramos has been endorsed by the WEOG.

6. BoA. The Chairman of the Commission of Audit of the
Philippines is retiring. The Auditor General of the General
Audit Office of the People's Republic of China is running for
election. (Uncontested)


7. UNAT. Mr. Julio Barboza (Argentina) is retiring. Mr.
Agustin Gordillo (Argentina) is the candidate for his
replacement. Mr. Dayendra Sena Wijewardana (Sri Lanka) is
running for reelection. (Uncontested)


8. IAAC. The WEOG position is the only contested seat for
election to the IAAC (ref A). USUN is working diligently and
tirelessly to promote the election of Mr. David Walker, and,
of course, will vote for him.
- African States: Mr. John Muwanga (Uganda) (Uncontested)
- Asian States: Mr. Vijayendra N. Kaul (India)
(Uncontested)
- Eastern European States: Mr. Vadim V. Dubinkin (Russian
Federation) (Uncontested)
- Latin American and Caribbean States (GRULAC): Mr.
Adrian Strachan (Jamaica) (Uncontested)
- Western European and other States: Mr. Rafael Munoz
(Spain),Mr. Moreno Sella (Switzerland) and Mr. David M.
Walker (United States of America) (Contested)




9. Investment Committee. Mr. William J. McDonough (United
States of America) and Ms. Helene Ploix (France) have been
reappointed. Mr. Jurgen Reimnitz (Germany) is retiring and
Mr. Achim Kassow (Germany) has been appointed. Mr. Ivan
Pictet (Switzerland) has been appointed as an ad hoc member.
