1. (C) Ambassador Khalilizad met on August 24 with the UN
Secretary General to discuss the Brzak case, making points

contained reftel. The Secretary General said he would meet
with his UN Legal team to discuss the options for dealing
with this case. Subsequently, the UN Office of Legal Affairs
(OLA) informed USUN that the SYG had given the green light
for OLA to move forward on the issue of settlement.
2. (C) OLA suggested that its attorney in New York, Donald
Donovan, contact Jeff Kovar, the Department's lawyer in
Geneva, to discuss the matter so that Kovar can discretely
raise the offer of settlement to Brzak's lawyer in Geneva.
