(C) On January 19, 2007, Ambassador Wallace hosted a meeting requested by Japanese Ambassador Koji Tsuriola (Director General for Global Affairs) and Minister Kazuo Sunaga regarding the DPRK. Ambassador Tsuriola explained the GOJ position as a political issue of DPRK's refusal to accept the terms and conditions of UN Security Council sanctions resolutions. Ambassador Tsuriola went on to explain that the GOJ views DPRK outright rejection of two UN Security Council resolutions as a clear violation of the UN Charter, and the GOJ has taken the "principled" position that a Member State that is unwilling to comply with the UN Charter should not receive benefits from the UN system. ¶3. (C) Ambassador Tsuriola distinguished development programs from humanitarian assistance. He said the GOJ supports humanitarian programs (Comment: presumably such as UNICEF) that are provided "directly" to the people of DPRK and is prepared to agree to the continuation of such a program in the DPRK with appropriate assurances that aid is actually delivered to the people of the DPRK. In this respect, the GOJ would oppose a DPRK program unless DPRK accepts UNSC obligations and UN assistance is only humanitarian based and not development based and is made directly to the people of the DPRK. The GOJ was not supportive of the continuation of development based programs such as UNDP if the DPRK did not accept its Charter obligations. Ambassador Tsuriola said the GOJ strongly agreed that the management concerns identified by the USG raised serious issues that require answers and that more information is needed regarding these concerns. The GOJ indicated they would support such concerns at the UNDP meeting. The GOJ expressly requested USG support for their "principled" position on demanding that the DPRK accept the authority of the UNSC. ¶4. (C) Ambassador Wallace expressed appreciation for the Japanese support for the management concerns and indicated that he would consult Washington regarding the request for support for the GOJ "principled" position regarding deferral of the program unless the DPRK fulfilled its UN Charter obligations and accepted all UN resolutions. ¶5. (C) ACTION REQUEST: The GOJ shall insist that the DPRK fulfill their Charter obligations and accept the imposition of UN Security Council resolutions. If the DPRK fails to take such action the GOJ will not support the UNDP DPRK program that is development based in any respect and would seek its deferral. The GOJ asks that the U.S. join the GOJ in this position. USUN seeks guidance on the USG response. WOLFF
