COTONOU ACCORD ON LIBERIA

1. (U) This is an action request. Please see paragraph 4.
2. (U) The United Nations contacted the Mission to seek
electronic fund transfer instructions (EFT) in order to
deposit the balance of funds remaining in the Trust Fund for
the Implementation of the Cotonou Accord on Liberia. Per
reftel, the Mission has previously communicated to the
Department the UN's desire to close this Trust Fund. A
balance of $104,489 remains in the Trust Fund.
3. (U) The Trust Fund for the Implementation of the Cotonou
Accord on Liberia was established in 1993 to support the
implementation of the Cotonou agreement, including the
deployment of peacekeeping troops of the ECOWAS Monitoring
Group and demobilization of combatants. The USG contributed
$22,190,400 for logistical support for the deployment and
maintenance of ECOWAS troops. The funds in the amount of
$104,489 represent the unencumbered balances from the USG's
contribution, as well as the pro-rata share of accrued
interest income to the Trust Fund.
4. (U) USUN has not previously received instructions from
the Department on the disposition of these funds. As this
matter remains outstanding since 2002, USUN requests
Department to provide the necessary guidance so that the UN
may disburse these funds and close the Trust Fund account.
