1.(U) USUN seeks Department guidance on the
Screteary-General's request for payment of the remittance due
for the 2005 Review Conference of the Parties to the Treaty
on the Non-Proliferation of Nuclear Weapons and its
Preparatory Committee and the request for funding of the 2007
conference to be held in Vienna from April 30 to May 11.
Both funding requests are included in a diplomatic note from
Secretary-General contained in para.2. USUN appreciates
SIPDIS
Department's views on how to proceed.
2.(U) BEGIN DIPLOMATIC NOTE TEXT:
The Secretary-General of the United Nations presents his
compliments to the Permanent Representative of the United
States Mission to the United Nations and has the honour to
present the total actual costs of the 2005 Review Conference
of the Parties to the Treaty on the Non-Proliferation of
Nuclear Weapons and its Preparatory Committee.
Attached, herewith is the final financial statement covering
all costs related to the 2005 Review Conference and its
Preparatory Committee.
In accordance with the division of costs, and based on the
assessed share of 32.820 percent of the total actual cost of
$4,323,064, the contribution of His Excellency's Government
would be $1,418,829.
After deduction of the advance payment of $749,717 made
previously, there is an amount of $669,112 which remains
outstanding for the 2005 process.
In accordance with General Assembly Resolution 61/70, the
First Preparatory Committee meeting of the 2010 NPT Review
Conference will be held in Vienna from 30 April to 11 May
2007. As costs related to the meeting should have no
financial implications for the regular budget of the United
Nations, sufficient funding for the preparatory process and
conference will need to be received from States Parties in
advance.
In accordance with the division of costs, and based on the
assessed share of 32.820 percent of the projected cost of
$889,149.00, contribution of His Excellency's Government
towards the First Preparatory Committee meeting would be
$291,819.
In order to ensure that the First Preparatory Committee
meeting can proceed, and to close the deficit which exists in
relation to the 2005 Review Conference, the Secretary-General
gratefully requests payment of both the advance contribution
and the balance outstanding for a total remittance of
$960,931.
Payment by cheque to the below account should be made as soon
as possible or by 28 February 2007 at the latest.
