(U) This is an action request -- see para 4. ¶2. (SBU) On February 5, the Georgian Mission contacted USUN informing us Ukraine would table in the General Assembly February 10, on behalf of GUAM members, a resolution on protracted conflicts agreed on in GUAM capitals (text para 2). The Georgians noted that actual debate on the GUAM's resolution would be deferred and that in the interim the Georgian Ambassador would negotiate with interested parties. On February 6, the Georgians contacted USUN again saying the date for tabling had been advanced to February 7. USUN protested in both cases that on January 11 Ambassador Alasania had met with Ambassador Wolff and promised that the matter would be delayed until late-April so as to deconflict the protracted conflicts resolution with the UNOMIG mandate renewal and also with work on Kosovo in the Security Council. After intensive engagement that continued until the last minute on the morning of February 10, the Georgians and other GUAM members agreed to hold off on tabling their resolution until February 14 to provide more time for high-level consultations in New York and in capitals. ¶3. (SBU) BEGIN TEXT. Protracted Conflicts in the GUAM area and their Implications for International Peace, Security and Development The General Assembly, PP1. Guided by the purposes and principles of the Charter of the United Nations, and recalling the provisions of the Millennium Declaration and the 2005 World Summit Outcome; PP2. Recalling its and the United Nations Security Council relevant resolutions and the decisions of the Organization for Security and Cooperation in Europe regarding the conflicts in and around the Nagorno-Karabakh region of the Republic of Azerbaijan, Abkhazia and Tskhinvali regions of Georgia, and the Transnistrian region of the Republic of Moldova; PP3. Concerned that the protracted conflicts in the GUAM area continue to endanger regional peace and security and being mindful of their adverse implications to the development of the countries of the region; PP4. Expressing its support to the international mediation efforts aimed at peaceful settlement of these conflicts in accordance with the norms and principles of international law, and recognizing the necessity to intensify these efforts with a view to achieve a lasting and durable peace; OP1. Reaffirms its continued support to the sovereignty and territorial integrity of the Republic of Azerbaijan, Georgia, and the Republic of Moldova and the inviolability of their internationally recognized borders; OP2. Calls upon the Member States and international and regional organizations and arrangements to contribute, within their competence, to the processes of settlement of conflicts in the GUAM area; OP3. Emphasizes that establishing peace and security, promoting the rule of law and respect for human rights and fundamental freedoms in the conflict-affected territories of the GUAM states will create necessary conditions for the soonest return of forcibly displaced persons in safety and dignity; OP4. Welcomes the readiness of the GUAM states to confer to the population of the conflict-affected territories a high level of self-rule to be determined through a legal and democratic process with direct, full and equal participation of all communities, which will promote their peaceful coexistence within the states that they are part of; OP5. Stresses that the soonest resolution of these conflicts based on the principles stipulated in the operative paragraphs 1, 3 and 4 of the present resolution will considerably strengthen the international peace, security and stability and pave the way for lasting and full-scale regional cooperation; OP6. Requests the Secretary-General to submit to the General Assembly at its sixty-second session a report on the implementation of the present resolution; USUN NEW Y 00000111 002 OF 002 OP7. END TEXT. ¶4. (SBU) Comment and Action Request: USUN believes it is in our interest to persuade the GUAM to delay tabling at least until the mandate renewal of UNOMIG on April 15 or longer. The Department may want to engage on the matter during the brief respite, tentatively ending February 14, that GUAM nations have accepted. WOLFF
