Mission clearance is granted for James Burans, Director of
the U.S. Department of Homeland Security's National
Bioforensic Analysis Center, and Kenneth Ward, Deputy Head of
the U.S. Biological Weapons Convention Delegation in the
Bureau of Verification, Compliance and Implementation, to
travel to New York on November 25-30 to attend technical
experts' meetings at UN Headquarters. The UN's Office of
Disarmament Affairs has organized the meetings as part of the
Secretary-General's effort to update procedures to
