This message requests USNATO support for a HQUSEUCOM 1206 proposal entitled Global Stability Operations Training Capability (GSOTC). This proposal will minimize gaps that impede foreign nation's military forces to perform efficiently in Military Operations Other Than War (MOOTW), and particularly, in stability operations such as the NATO-led International Security Assistance Force (ISAF) or similar activities. This training proposal will help minimize a current burden on U.S. Forces as they continue to overcome difficulties associated with operating in conjunction with inadequately prepared coalition military forces. Current pre-deployment training programs for coalition military forces preparing to enter stability operations are non-standard and uncoordinated and poorly prepare the individual and units for MOOTW and/or stability operations. Inadequate indoctrination and training of these coalition military forces impede the military's overall collaborative efforts with the civilian organizations involved and exacerbates the problems U.S. Armed forces encounter when they are engaged in multinational stability operations. ¶2. The global stability operations training capability will provide near-term relief of excessive OPTEMPO / PERSTEMPO to U.S. Armed Forces by enhancing the performance of coalition military forces through essential pre-deployment training opportunities prior to engaging in stability operations. GSOTC will add structure and standardization based on the fundamentals of instructional system design and academic discipline to the current disorganized approach to pre-deployment training and will raise the baseline knowledge of coalition military forces. With greater comprehension of the mission essential tasks associated with stability operations and the complexities of relationships with non-military organizations, coalition military forces will be more effective in stability operations. This increased effectiveness and reliability of coalition military forces will reduce the burden on us military forces by fostering greater confidence in coalition forces and ultimately replacing us forces with those of our allies. This is a new initiative that requires immediate action to resolve significant shortfalls in coalition military force performance during ongoing and future stability operations worldwide. ¶3. In its initial phase, the GSOTC project is envisioned to support specific NATO and EAPC contributing nations to ISAF. Additional USPACOM and USCENTCOM beneficiary nations to this proposal would also include the foreign militaries of Australia, Egypt, Jordan, New Zealand, Singapore, and South Korea. Based upon country mission feedback to USEUCOM, the following country teams have confirmed concurrence with the concept: Albania, Austria, Belgium, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Luxembourg, The Netherlands, Norway, Poland, Macedonia, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey and The United Kingdom. The following countries have non-concurred for reasons of English language or technical shortfalls that EUCOM will address within the clearinghouse system: Azerbaijan, Bulgaria, Croatia, Estonia, Lithuania, and Portugal. Non-concurrence will not preclude participation in the program. ¶4. The GSOTC directly supports OSD theater cooperation guidance goals and policy set forth in DOD directive 3000.05, "military support for stability, security, transition and reconstruction (SSTR)" (28 Nov 2005) by fostering more effective collaboration with foreign militaries engaged in complex contingencies. State support to this program would support the broader U.S. Cooperation goals and could enhance the ability and capability of countries involved to offer more support to the U.S. in support of strategic goals and objectives. ¶5. Representatives from HQUSEUCOM visited USNATO as well as the U.S. Military Delegation and provided briefings on this exciting and interesting project proposal. State support of this 1206 initiative offers great opportunities to increase and facilitate information sharing and training for stability operations among DOD components, relevant U.S. departments and agencies, foreign government and security forces, USNATO 00000542 002 OF 002 international organizations, NGOs and members of the private sector.
