1. (U) See para 3 request for guidance, due by OOB Brussels
time, Wednesday June 20.
2. (U) NATO Secretary General de Hoop Scheffer has issued
SG(2007)0419 on the Strategic Airlift Capability (SAC)
Initiative Adoption of the NAMO Charter, under a silence that
expires Wednesday, June 20, at 1000 Brussels time. The full
text of SG(2007)0419 is contained in para 4 below.
C-M(2007)0062 and ANNEX to SG(2007)0415 were sent to
addressees under separate e-mail.
3. (SBU) Request for guidance: The NAMO Charter is critical
to the success of the SAC program. It will provide NATO
ownership of three to four C-17 aircraft on behalf of
participating states, Value Added Tax (VAT) exemption,
facilitate U.S. export control process and end user agreement
requirements. Addressees are requested to specifically
advise by front channel message on whether USNATO can join
consensus, (i.e. not break silence),on the SYG's Strategic
Airlift Capability (SAC) Initiative Adoption of the NAMO
Charter C-M(2007)0062 and the NAMO Charter in Annex
SG(2007)0415.
4. (U) Text of SG(2007)0419:
Following last week's discussion on the Strategic Airlift
Capability with Ministers and subsequent meetings of
NADREPs/legal experts, I am pleased to inform you that we
have reached agreement on the text of a Political Declaration
and Charter covering the creation of NAMO. These texts are
annexed to this document which I have placed under a short
silence procedure. Unless I hear to the contrary by 10:00
Hours on Wednesday, 20 June 2007, I shall assume that the
documents have been formally agreed by the Council.
