1. The following is the text of the non-paper provided to
Russia on April 17 in Moscow. It was distributed to Allies
during meetings on April 19. It was not distributed to
partners, other than Russia.

NON-PAPER ON MISSILE DEFENSE COOPERATION WITH RUSSIA
The United States is willing to explore cooperation with
Russia across the full spectrum of missile defense
activities. Such cooperation could include experimentation
with new concepts and technologies, research and development
of missile defense systems and components, sharing of
early-warning data to promote stability, and work to improve
the capability of our forces to successfully conduct
cooperative missile defense operations during peacekeeping or
other joint military operations, including interoperability
of systems and tactics as well as joint exercises.
Such cooperation could leverage the technical strengths of
the United States and Russia, enhance the missile defense
capabilities fielded by both nations, and potentially provide
a useful framework for further defense cooperation in areas
other than missile defense. The United States is prepared to
discuss specific ideas for potential partnership with Russia
in all of these areas and looks forward to hearing areas of
interest to the Russian Federation as well.
PROPOSALS FOR COOPERATION
Exploration and Experimentation with New Technologies and
Approaches

-- Concept and Architecture Studies
Such studies would examine the feasibility and desirability
of new missile defense concepts and potential system
architectures for a range of missile defense activities
against missiles of varying ranges and capabilities.
-- Modeling and Simulation
Joint modeling and simulation of missile defense
technologies, including potential performance characteristics
of systems and components, as well as exercises and
interoperability of U.S. and Russian forces.
-- Test Bed Cooperation
Cooperative work on proving grounds or &test beds8 on earth
and in space to explore and test missile defense concepts,
sensors, and systems.
Research and Development
--------------
-- Joint research and development of new missile defense
systems or components for such systems, including boosters,
sensors, or other components. Test bed work could
potentially evolve or be expanded to include research and
development of space-based sensors.
Testing
--------------
-- Cooperation and procurement from Russia of missile defense
target vehicles and launch services.
Sensors and Radars
--------------
-- Shared early-warning data
The United States remains committed to completion of the
Joint Data Exchange Center (JDEC) under which U.S. and
Russian early-warning data would be shared to promote
stability by reducing the likelihood of false warnings of
missile attack on either nation.
