1. (C) The European Union will not openly endorse specific
candidates for the Human Rights Council, but the German
Presidency has circulated a letter to other missions in New
York stating that it only supports countries with good
records on human rights issues. In conversations May 10,
Nicole Reckinger, human rights officer at the EU Council's
General Secretariat, said individual EU member states are
lobbying against the candidacy of Belarus, but it is not part
of a coordinated EU policy. She said she expects that all EU
member states will vote for Slovenia and against Belarus.
