(C) SUMMARY and ACTION REQUEST: Foreign Minister Enkhbold summoned the Ambassador to a meeting at Government House on September 27 to discuss further details of President Enkhbayar's upcoming travel to the United States, October 22 through 29, 2007. The President's preliminary itinerary now reads: Washington, New York, Chicago, Anchorage, and Los Angeles. Due to the tight schedule, the GOM has requested milair assistance for all air travel within the US. On the issue of bilateral document signings, the GOM is prepared to accept US proposals for language in a "Declaration of Principals" but is not ready at this time to sign the US-sponsored Transparency Agreement. Post requests that the Department transmit the GOM's wishes for expanded milair support to the DoD and apprise us of the response. END SUMMARY and ACTION REQUEST ¶2. (C) During a meeting a Government House, Foreign Minister Enkhbold informed the Ambassador that, in addition to Washington, the President Enkhbayar had narrowed down his itinerary down to four other cities: New York, Chicago, Anchorage and Los Angeles. The proposed stop in Wyoming has been dropped because of time constraints. ¶3. (C) Enkhbold said he was aware, through Ambassador Bold, that milair assistance might be provided for the Chicago-Anchorage-Los Angeles portion of the trip, for which he was thankful. However, because of the President's tight schedule, the Minister is requesting milair support for all domestic legs of President Enkhbayar's air travel (Washington-New York-Chicago-Anchorage-Los Angeles). The Minister said they would be able to settle on the President's final schedule once they receive word on the extent of travel assistance Washington will provide. ¶4. (C) In addition to the MCC Compact, Enkhbold agreed to the idea of signing a "Declaration of Principles", saying the Mongolians would accept US proposals on the contents of such a document to ensure readiness for signing during the visit. On the other hand, Enkhbold said the GOM the GOM needed more time to consider the draft language of the US-sponsored Transparency Agreement and so would not/not be ready to sign the agreement at the time of the visit. ¶5. (C) The Ambassador promised to immediately convey the information to Washington, including the GOM's wishes for expanded milair support for its presidential delegation. Embassy Ulaanbaatar asks that the Department communicate the GOM's request for additional milair support to DoD and that it pass on the response to post as soon as possible. MINTON
