Mongolia Endorses U.S. Proposal in ARF on UNSCR 1540

(SBU) E/P Chief met on May 15 with MFA Director for Multilateral Relations Ms. Enkhtsetseg and drew on reftel points to urge that Mongolia support the three ARF initiatives the United States tabled in Helsinki in late March. Enkhtsetseg expressed appreciation for receiving copies of the revised U.S. drafts. She said she would study the drafts on the Inter-Sessional Meeting (ISM) Working Groups and the establishment of an annual ISM on Nonproliferation, and then respond to the Embassy with Mongolia's position. ¶2. (SBU) Regarding the U.S. draft statement on cooperation on UNSCR 1540 implementation, she smiled, Mongolia would endorse it. (Note: The U.S. has formally offered to provide assistance to Mongolia to enable it to better comply with UNSCR 1540. A Department of Energy team is slated to visit Mongolia to discuss the details of the assistance.) ¶3. (U) In response to a question, Enkhtsetseg said it was still not certain who will represent Mongolia at the May 25 ARF Senior Officials Meeting in Manila. Goldbeck
