Enkhbayar to U.S.

1. (U) This is an action request. Please see para 4.
2. (SBU) Presidential Foreign Policy Advisor Tsogtbaatar called in
the Charge on May 7 to propose dates for President Enkhbayar's trip
to the United States. Tsogtbaatar stated that any time during the
month of October could be made to work from the Mongolian side, and
he asked that the embassy help obtain what date(s) during this
period would work best for the U.S. President Enkhbayar had
already-scheduled foreign trips in September and November, but not
in October, he said. (Note: During a March 5 telephone call,
President Bush invited President Enkhbayar to visit the U.S. at a
mutually convenient time this year, reciprocating his own November
2005 visit to Mongolia. After the call, Tsogtbaatar had informally
discussed possible windows with the embassy, but had not conveyed a
firm window for the embassy to convey to the White House.)
3. (SBU) Tsogtbaatar underlined President Enkhbayar's hope that the
signing of a Millennium Challenge Account compact will be the center
piece of the October trip. Tsogtbaatar said he understood that the
possibility of a signing ceremony would be related to the
availability of funds, especially if MCC funds it with FY 08 money.
He expressed pleasure with the current good progress on the proposed
compact.
4. (SBU) Action request: Embassy requests guidance to convey to
the GOM on the best windows in October for a U.S. visit by President
Enkhbayar. While we have not yet been asked how the U.S. intends to
describe the visit -- "official," "working," etc. -- this question
is likely soon to come, and we also request guidance on this issue.
