1. On March 6, the U.S. and Mongolia exchanged the protocols and
instruments of ratification for the bilateral consular convention
which was signed in Ulaanbaatar on August 2, 1990. Signing on
behalf of the United States was U.S. Ambassador Mark C. Minton.
Signing on behalf of Mongolia was Foreign Minister Nyamaa Enkhbold.
2. The protocols of exchange, which were done in English only,
noted that, in accordance with Article 44 of the Convention, the
agreement goes into effect 30 days after this exchange - i.e., on
April 5, 2007.
3. The Mongolian instrument of ratification states that Mongolia's
legislature promulgated a law of ratification on October 26, 2001.
President Enkhbayar and Foreign Minister Enkhbold signed the
instrument of ratification on March 31, 2006. The Mongolian
instrument is in the Mongolian language, but MFA included a
translation into English.
4. In accordance with 11 FAM, Embassy is pouching the originals of
the instrument and signed protocol of exchange to John J. Kim,
Assistant Legal Adviser for Treaty Affairs. Registry number is:
6175893. Embassy is faxing copies of the documents to Karen
Ghaffarkan of L/T.
5. According to MFA, the Ministry does not plan to publicize the
signing. Comment: The Ministry is a bit embarrassed about the GOM's
delay in doing the paperwork. The U.S. instrument of ratification
was done in August 1992.
