(S) On July 6, Ambassador delivered Ref A background and
talking points to MFA Chief of Staff Hatem Atallah.
Ambassador urged the GOT to take any and all action to help
stem the flow of foreign fighters to Iraq, including pressing
the SARG to do more. While Atallah provided no substantive
response, the GOT continues to actively identify and
prosecute Tunisian nationals attempting to travel to Iraq
(Ref B).
