Secretary of State for European Affairs Hatem Ben Salem on

March 23. Ben Salem said that GOT Prime Minister Mohammed
Ghannouchi would represent Tunisia at the Arab League, and
that he would ensure that the PM was informed of the US
objectives for the Ministerial and Summit. Ben Salem said
that he thought that progress could be made at the Summit,
particularly on Lebanon, emphasizing that "another war there
would be catastrophic." Ben Salem also mentioned that Libya
would not be attending the Summit, and that Ghaddafi's
refusal to participate was "unfortunate" as the Arab League
was an "important institution."
