SUBJECT: (S/NF) TUNISIAN REGULATION OF EXPLOSIVE PRECURSORS
(C-CT7-01577)

REF: STATE 128104

Classified By: Ambassador Robert F. Godec for reasons 1.4 (b) and (d)

(S/NF) On October 2, Tunisian Chemical Group (GCT,
www.gct.com.tn) Chairman Abdelhafidh Nessiri told
PolEconCouns that his company, the leading producer of
ammonium nitrate in Tunisia, had phased out ammonium
nitrate distribution in Tunisia given GOT concerns about
the threat of terrorism and the possible use of explosive
precursors. Nessiri said that ammonium sulfate is now the
only fertilizer available in Tunisia, and that GCT is the
sole distributor. All ammonium nitrate currently produced
by GCT is for export only.
