LEAD STORIES: Wednesday morning's Yomiuri, Mainichi, and
Tokyo Shimbun front-paged the opening today of Japan-DPRK
working group talks on normalization in Hanoi. The
dailies said the abduction issue would be high on the
agenda.
1. "US, DPRK Still Far from Normalizing Relations" New
York correspondent Takashi Sakamoto of the top-
circulation, moderate Yomiuri wrote (3/7): "The first
session of two-day working group talks on US-DPRK
normalization was held at a hotel in New York, marking
the first such talks under the Bush administration with a
member of the 'Axis of Evil.'... North Korea has been
extremely eager to hold bilateral talks with the US, as
it deems that its paramount goal of maintaining the Kim
Jong Il regime cannot be guaranteed without normalizing
ties with Washington.... Several sources familiar with US-
DPRK relations indicated that the US will likely
condition normalization on a halt to Pyongyang's illicit
activities, including the counterfeiting of US bills and
money laundering; an end to missile exports; and the
abolition of chemical and biological weapons. North
Korea, however, remains wary of the US, and there is
little likelihood that it is prepared to discuss such
conditions in return for an offer of normalization."
