(C) Embassy Tokyo Political Officer shared reftel talking
points February 20 with MOFA Second Africa Division Principle
Deputy Director Kenichi Masamoto and pressed him for a
Japanese contribution to the African Union stabilization
force in Somalia (AMISOM). Masamoto responded that Japan
"completely shares" the U.S. assessment of the situation in
Somalia and the need for immediate assistance to AMISOM.
Unfortunately, he continued, budgetary constraints make it
difficult for Japan to contribute at this time. MOFA, he
said, is "thinking about" the kind of humanitarian assistance
it might provide to AMISOM. Any assistance was unlikely,
however, before Japan's next fiscal year, which begins on
April 1, he explained.
