1. (C) Japan is still uncertain who will lead its delegation
to the December 17 Paris Donors Conference and how much it
will be in a position to contribute, according to Ambassador
Tatsuo Arima, Japan's Special Representative in charge of
Peace in the Middle East. Embassy Tokyo Deputy Chief of
Mission called on Arima December 11 per reftel to strongly
urge Japan to send a delegation led by Foreign Minister
Koumura and to make a significant contribution to the
Palestinians.
2. (C) Arima replied that MOFA would attempt to have FM
Koumura attend, but pointed out that due to the likely
extension of the ongoing Diet session, it seemed very
unlikely to him that Koumura would be able to leave Tokyo on
or about the 17th. Arima also confirmed that he would not
attend the conference and would say only that Japan "will try
to get someone at the political level" to lead its delegation.
3. (C) With regard to new contributions, Arima told DCM that
Japan is still in the process of deciding the amount and
content of any further assistance to the Palestinians, and
noted that Shinsuke Sugiyama, Deputy Director General of
MOFA's Middle Eastern and African Affairs Bureau, had
attended the December 7 preparatory meeting and had explained
Japan's position. Arima concluded that "we are aware of the
needs of the Palestinian Authority and will do what we can."
When pressed on when MOFA might decide who will attend and
what will be pledged, Arima said he could not say, noting "we
still have a week left before the meeting."
