Japan prefers not to make a presentation at the Third Annual
G8 International Kidnapping Conference, MOFA International
Counter-Terrorism Cooperation Division told the Embassy
November 26 in response to reftel demarche, delivered
November 16. Japanese officials "do not have enough
experience" with international kidnapping to make a
substantive presentation, said Division Officer Atsuyuki
Fujinuma, and the kidnapping of a Japanese national in Iran
makes the issue especially sensitive. The Japanese
government will send three respresentatives to the conference:
--National Police Agency Chief Inspector Kazuhiko Kawano
--National Police Agency Director for Counter International
Terrorism Intelligence Kazushi Inoue
--National Police Agency Inspector Muneharu Shosaki
