1. (C) Japan still cannot commit to attending the U/S
Dobriansky-hosted breakfast in Bamako, MOFA Asian and
Oceanian Affairs Regional Policy Division Principal Deputy
Director Yasuhiro Kobe told Embassy Tokyo Political Officer
October 31. Per Ref A, MOFA raised the issue last week with
the office of the Prime Minister, and will not be able to
reply until the week of November 5.


2. (U) There is no MOFA official of U/S Dobriansky's rank
handling the APDP. According to Kobe, Asian and Oceanian
Affairs Director General Kenichiro Sasae is the highest
ranking MOFA official with jurisdiction over the APDP. Kobe
said that Sasae welcomes a call from U/S Dobriansky. DG
Sasae's office number is 81-3-5501-8000, extension 2925.
