(C) Japan fully agrees with the U.S. position and will declare its support for the High Representative during the October 30-31 Peace Implementation Council meeting in Sarajevo, MOFA Central and South Eastern Europe Division Principal Deputy Director Yuichi Oba told Embassy Tokyo Political Officer October 29. The Japanese government believes that the High Representative's actions were fully in line with the Dayton Accords, but Japanese officials are concerned about whether Lajcak consulted with political leaders like Dodik sufficiently before the new measures were declared. Japan values consensus highly and will back the High Representative, but Lacjak should closely coordinate new measures with other political leaders to avoid crises in the future, Oba finished.
