demarche August 8 and followed up August 16 with MOFA Human
Rights Division Officer Shigeharu Orihara. Orihara said that
Japan would not field a candidate for the UN Committee
Against Torture, and would "carefully read" the information
about U.S. candidate Felice Gaer, noting that the U.S.
Mission to Geneva had delivered a similar message. "It is
too early to know" whether Japan would support Ms. Gaer,
added Orihara, acknowledging that the Japanese government was
waiting to see what other candidates might surface during the
coming months.
