1. (S) Summary: In an August 3 meeting with the Deputy
Secretary, Ministry of Defense (MOD) Administrative Vice

Minister Moriya said the Japanese government would exert
maximum effort to address its information security
shortcomings and welcomed the agreement on the Bilateral
Information Security Task Force Terms of Reference and
milestones. Moriya said MOD would do its utmost to convince
the Democratic Party of Japan (DPJ) leader Ichiro Ozawa that
the extension of the Anti-terrorism Law that allowed Japanese
refueling missions in the Indian Ocean was crucial for
securing sea lanes for Japan's oil shipment and urged U.S.
officials to make similar arguments to Japanese Diet members.
MOD planned to engage in serious discussions with Okinawan
officials on realigning U.S. bases. The Japanese government
would take its time in pursuing the purchase of its
next-generation fighters. End Summary.

INFORMATION SECURITY

2. (S) Moriya told the Deputy Secretary on August 3 that
Prime Minister Abe had been seriously engaged in the issue of
information security since being briefed on Moriya's July
meetings in Washington with the Deputy Secretary and former
Deputy Under Secretary of Defense Richard Lawless. As
Defense Minister Koike had stated in her earlier meeting with
the Deputy Secretary (septel),the Japanese government would
do its utmost to improve information security, including
sharing the data on the hard disk drive from the AEGIS leak.
Moriya welcomed the news that both sides agreed to the
Bilateral Information Security Task Force Terms of Reference
(BISTF TOR) and milestones. He added that he himself was
actively discussing counter-intelligence issues with other
officials in the Ministry of Defense (MOD).


3. (S) The Deputy Secretary acknowledged the progress from
both governments on the issue of information security. He
noted that both inter-agency cooperation and bilateral
cooperation improved substantially since his December 2005
visit to Japan as Director of National Intelligence. He
hoped both sides could continue this level of cooperation and
work toward increasing bilateral information-sharing.

PERSUADING DPJ ON ANTI-TERRORISM LAW

4. (C) Moriya assured the Deputy Secretary that the MOD
would try its best to persuade the Democratic Party of Japan
and DPJ leader Ichiro Ozawa not to vote against extension of
the Anti-terrorism Law, which provides the legal basis for
Japan's refueling missions in the Indian Ocean in support of
Afghan operations by coalition forces. Because Ozawa and the
DPJ -- which recently took the majority seat in the Diet's
Upper House -- had publicly opposed extension of the
Anti-terrorism Law, the government planned to convince them
that the refueling missions advanced Japan's own national
security interests.

NEED FOR U.S. TO REACH OUT TO DIET

5. (C) Moriya, citing a recent comment by India's Defense
Vice Minister that the coalition forces contributed to the
security of sea lanes, urged U.S. officials to explain to
Diet members that JSDF missions protected sea lanes needed
for Japanese oil imports from the Middle East. The Japanese
public did not have a clear understanding of the issue
because it had never been exposed to the threat of terrorism,
Moriya said. It was important, therefore, for them to
understand that the coalition comprised 20-plus countries and
that supporting the operations in Afghanistan was an
international, not merely a bilateral issue. The Ambassador
responded that he planned to make the same argument to Ozawa
in his upcoming meeting.

6. (C) Moriya asserted that the MOD, under Defense Minister
Koike's leadership, was negotiating hard with the local
government in Okinawa for the realignment of U.S. bases,
particularly with respect to the Futenma Relocation Facility
(FRF). The MOD planned to take major steps forward to
advance the relocation within a week. On Japan's
next-generation fighters, Moriya said the GOJ was aware of
the legal hurdles to purchasing F-22s, but would continue to
pursue the issue patiently.
