(C) Embassy Tokyo Political Officer delivered reftel C demarche June 15 to UN Policy Division Principal Deputy Director Kentaro Fujimoto and UN Policy Division Sudan Desk Officer Hirotaka Ishikawa. Ishikawa said that Japan agrees with all of the U.S. concerns about the mandate and the command and control structure of the hybrid operation framework, including Chapter VII of UNSCR 1706. The Japanese government has asked the UN PKO Department for details about the framework, and would decide whether to exert any influence on the proceedings based on those details. ¶2. (C) When asked if Japan would pressure UNSC members to support a resolution, Ishikawa repeated the request (reftel B) that the United States share the text of the draft resolution with the Japanese government as soon as possible. ¶3.
