(U) On June 13, post delivered the points in STATE 77572 to Yoshiyasu Kawaguchi, Deputy Director, Specialized Agencies Division, International Cooperation Bureau, MOFA, and asked for the GOJ's support. Mr. Kawaguchi is not a specialist on these issues, but promised to deliver our request to the appropriate officials in the Ministry of Land, Infrastructure and Transport (MLIT). Post conveyed to him the POCS at MLIT recommended by Post's FAA and TSA reps for which he was thankful. Post offered to put him or the relevant MLIT officials in touch with Post's FAA and TSA reps if they had any informal questions they wished to discuss. Mr. Kawaguchi was not certain he could receive an answer by June 29, but said he would try. SCHIEFFER
