demarche June 12 to MOFA Human Rights Division Principal
Deputy Director Yoriko Suzuki and Human Rights Division UNHRC
Desk Officer Noriko Tanaka. Suzuki said that Japan is
committed to keeping the country specific mandates and has
approached Human Rights Council President De Alba as well as
delivered demarches to the other voting countries. De Alba
was "very optimistic" during his meeting with the Japanese
that he could build a consensus to keep all four mandates,
according to Suzuki. Results from the demarches were mixed.
Although MOFA is unsure of the current balance, Japan is
currently unwilling to call for a vote on any of the reftel
issues because "we would surely lose," she said. MOFA would
need more time before giving a specific answer to the
demarche request that Japan oppose a Israel-focused permanent
agenda item, finished Suzuki.
