SUBJECT: MEDIA REACTION - G-8 SUMMIT - TOKYO

1. LEAD STORIES: Most Thursday morning papers front-paged
the Bush-Abe meeting Wednesday afternoon before the
opening of the G-8 summit in Heiligendamm, Germany.

2. "G-8 Summit Should Aim for Substantive Progress on
Global Warming" The liberal Mainichi editorialized (6/7):
"...Global warming is drawing attention as the most
important topic of discussion at the G-8 summit in
Heiligendamm, Germany. The fourth assessment report
issued by the Intergovernmental Panel on Climate Change
this spring pointed out the already-manifest effects of
global warming, warning that unless proper measures are
taken, the world will face droughts, floods, and the
destruction of ecosystems.... President Bush announced
late last month that he will propose a long-term global
goal of reducing greenhouse gas emissions by the end of

2008. He plans to call a meeting in the US this fall of
major emitters, including China and India. This is a
policy turnaround for the US, which drew criticism for
withdrawing from the Kyoto Protocol.... It is not clear,
however, how the US will formulate goals to cut
emissions, given its aversion to numerical targets.
Nevertheless, a US commitment to reducing emissions is
critical.... The Heiligendamm summit needs to be used to
secure commitments from major emitters like the US,
China, and India and realize substantive progress toward
the adoption of effective measures to fight global
warming."
