2. (C) Embassy Tokyo Political Officer delivered reftel
demarche May 23 to MOFA United Nations Policy Division
Principal Deputy Director Kentaro Fujimoto and UN Policy
Division Sudan Desk Officer Hirotaka Ishikawa. Fujimoto said
that the U.S. proposals were "very reasonable" and that Japan
is willing to support them within the United Nations, the
African Union, and other fora. Noting that Japan is no
longer a member of the UN Security Council, Fujimoto
requested that the United States continue sharing information
with Japan about Heavy Support Package-related developments
within the UNSC. Ishikawa asked for more information about
what steps the United States intended to take towards
pressuring Sudan to accept the framework and also inquired
about a possible new UNSC resolution regarding Sudan.
3. (U) Post requests that the Department provide talking
points detailing how the United States and Japan can
cooperate as the effort to create an acceptable hybrid
operation framework progresses. Post also requests
information about any plans for a new UNSC resolution and
guidance about what we can share with Japan.
