1. (C) In a meeting with Embassy Science Fellow Alan
Lindquist and EST FSN on May 1, Dr. Yasuo Seto of the
National Research Institute for Police Science (NRIPS) in
Kashiwa City, Chiba Prefecture, said that NRIPS maintains a
biosafety level 3 (BSL-3) laboratory. Dr. Seto mentioned the
BSL-3 lab during a discussion of biological decontamination
technology, noting that NRIPS has the capability to test
detection and disinfection devices using actual biological
agents. (Note: Dr. Seto requested that his mention of the
BSL-3 lab be kept "secret," suggesting that the lab's
existence is not publicly disclosed. End note).
2. (SBU) Dr. Seto is registered to attend the G8 BTEX
Decontamination Workshop in Research Triangle Park, North
Carolina on June 19.
